I haven't seen these since basic training when the USAF first adopted the M16. (Actually 600 series). Colt saved a few cents on each rifle by switching to the common cotter pin... which is often a PITA to reinstall. But... we weren't cleaning them back then either so...
Apparently the cost of $104.00 per rifle was considered excessive so they felt the need to cut corners where they could. Invest in the good stuff. You will be thankful later.
